Rajasthan and Punjab Government ask Centre to review UGC guidelines on conducting exams. Rajasthan and Punjab governments are opposing the conduction of end term exams for final year college students amid the coronavirus pandemic, as per the University Grants Commission (UGC) guidelines. As per the official guidelines released by the UGC, the exams for all final year college students have to be conducted by the universities by September 2020. Many universities feel that the current conditions would not allow the conduction of exams this early.
The State Government’s view on UGC Guidelines:
Punjab CM Amrinder Singh opposed the latest UGC Guidelines via his twitter handle that, “We cannot risk the health of our students and, therefore, a pragmatic approach must be adopted.” And Rajasthan Higher Education Minister Bhanwar Singh Bhati said that the state government is taking legal opinion on the UGC directive to conduct final year University and college examinations by September.
In Addition to Rajasthan and Punjab, six other governments have decided to withdraw the university and college examinations and promote students on the basis of the internal assessment. However, UGC has asked to reconsider their decision.
About UGC Revised Guidelines:
The Revised Guidelines notice stated that, “The universities are required to complete the examinations by the end of September, 2020 in offline (pen & paper)/ online/ blended (online + offline) mode following the prescribed protocols/ guidelines related to COVID-19 pandemic”.
“In case a student of the terminal semester/ final year is unable to appear in the examination conducted by the University for whatsoever the reason(s) may be, he/she may be given the opportunity to appear in special examinations for such course(s)/ paper(s), which may be conducted by the university as and when feasible, so that the student is not put to any inconvenience/ disadvantage. The above provision shall be applicable only for the current academic session 2019-20 as a one-time measure” it added.
